Report of the Rules Committee. We met on 11/19 and 11/26 (2007)

Attendance: Dick Waits, Larry Meads, Zada True-Courage, Ian Straus (by phone).

We propose the following:

  1. At the December County Executive Committee meeting the chair shall cause the

Precinct Chairs in the Senate District Committees to meet and elect one of their

number to serve as chair of the district for precincts in Bexar County. The duties

of this position shall be:

  1. Chair of such group or Committee of Precinct Chairs.

  1. Chair of the District Committee in the Senatorial District composed of only a part of one county. (Art III. F 1(a) pg 13 TDP Rules)

  2. District Committee member representing Bexar County in Senate District meetings for multi-county Senatorial Districts. (Art III. F 1 (c) pg 13 TDP Rules)

  1. Temporary chair of the Senatorial District Convention. (SD precinct chairs shall establish time & place but be mindful this is the Cesar Chavez march date; we must meet March 29th) (TDP Rules; page 21 Article IV, C 1 (b) & pg 22 Article IV,C6(c)).

  1. The Temporary Chair shall provide at the statutory meeting of the County Executive Committee in January a report to include proposed convention location and time, along with the names of the Temporary Secretary and the Temporary Chairs of the following committees; Nomination, Resolution, Credentials, Platform, and Rules and Procedures.

  1. Provide for grouping of precincts to be voted on by precinct chairs in district January statutory meeting. (Article IV C. 10(b) page 23 TDP Rules)

  1. We also recommend that CEC vote that if SD District Chair does not perform #4 and #5 and #6, the precinct chairs be able to remove SD district Chair in January and vote on a new one at the CEC meeting in January.

  1. Meeting for Grouping of Precincts set for Saturday December 15th 10AM-2PM

We need representatives (Senate District Chair and some committee-heads ) for each Senatorial District to attend this meeting.

We will have written instructions at the meeting and we are going to provide guidance to aid SD representatives to group together the precincts which do not have 180 votes for governor in the 2006 election.

However, the Rules Committee will not group precincts. If the district committees don't do it they will be in violation of the TDP Rules. (Also the grouping will not get done).

Proposed time is 10-2PM with Pizza, but CEC can set time on 12/15 unless we need to change date. (We ask for up to $50 to fund Pizza).
